Two new residential developments have been approved for Hornsey – including a scheme providing 15 council homes.

Plans to build a seven-storey building on a residents’ car park south of Wat Tyler House in Boyton Road were approved by Haringey Council’s planning subcommittee during a meeting on Monday.

The scheme will provide 15 council-rent homes, along with improvements to communal areas and play space on Campsbourne Estate.

Council planning officers recommended the scheme for approval, pointing out it would help to meet the council’s housing targets and the need for affordable homes. They added that it would include benefits such as “landscaping, lighting and CCTV”.

No on-site car parking will be provided, and the scheme will result in the loss of 24 existing parking spaces – although a new space for Blue Badge users will be created on the road.

There were nine objections to the development – including over the loss of parking and the potential for the new block to cause overshadowing, loss of light and loss of privacy – but no-one spoke against the plans during the meeting.

Officers wrote in their report that the scheme had been designed “to avoid any material harm to neighbouring amenity, in terms of loss of light, overshadowing, enclosure, outlook, overbearing effects and privacy”.

Transport chief Maurice Richards told councillors the existing residents would be expected to park in the street following the loss of the car park and that surveys had shown there was capacity to accommodate the displaced cars.

Councillors raised concerns over a comment from the Health and Safety Executive (HSE) warning over the inclusion of a single staircase as a fire escape route, which the plans show also connects to cycle stores and a protected lobby. The HSE warned the stores “may contain lithium-ion batteries”, which can pose a fire risk.

In response, officers said there were separate exits for two ground-floor units and another fire escape door at ground floor level, meaning residents from the upper floors would not need to use the lobby. They added that they were satisfied the concerns raised by HSE were not valid. Councillors voted unanimously to approve the scheme.

Plans to redevelop a recording studio in Cross Lane and provide nine new flats were also approved by the committee.

The redevelopment of Cross House, in Cross Lane Industrial Estate, will see the existing two-storey building knocked down to make way for a six-storey block containing commercial space on the first three floors and homes on the three upper floors.

Committee member Reg Rice complained that none of the proposed homes were designated as affordable. Planning officers responded that the council’s policy is for affordable homes to be provided on developments of ten or more units, and the proposed scheme only included nine.

Officers added that the plans to re-provide commercial space – which would continue to be used by the current tenants as a recording studio – were welcome.

Karen Holtge, who lives opposite Cross House, said the scheme would be “better than what is there” but asked if any further changes could be made to reduce the impact on neighbours, as she was “very worried about the overlooking” and the blocking of daylight and sunlight.

She also raised concerns over noise from people leaving the studio at 2am, which she said happens already.

Paul Osborne, from GML Architects, said the design had been restricted by the existing developments next to the scheme and would “follow the context [on] either side”.

To address the noise concerns, he suggested opening hours for the commercial space could be limited. Officers agreed to add a planning condition to restrict the hours of use of an external terrace to no later than 10pm.

Eight committee members voted in favour of the plans, with Cllr Rice voting against and his Labour colleague Alexandra Worrell abstaining.
