Muswell Hill bar to serve booze after 11pm despite complaints

Councillors have agreed to allow a partial relaxation of the premises licence for a Muswell Hill bar.

The Broadway, a coffee and cocktail lounge in Muswell Hill Broadway, will be allowed to serve alcohol without a meal at a table after 11pm if there is a private event with a “substantial buffet” on the premises.

Owner Savvas Morgan, who took on the licence in 2020 after buying the venue, applied to remove a condition stating that alcohol should only be sold at a table with a meal after 11pm, while keeping opening hours and other details largely the same.

During a meeting of the council’s licensing subcommittee last month, several neighbours raised objections to the proposal, complaining of noise and antisocial behaviour from the venue. When the meeting reconvened on 3rd May, the applicant claimed via a barrister that steps had been taken to reduce noise and suggested the problems were linked to other late-night venues in the area. They also claimed the The Broadway was “not a nightclub”.

Haringey Council revealed this week that the application was approved, but with a string of agreed conditions aimed at protecting neighbours. These include the installation of CCTV, a sound limiter, and the implementation of effective door security.

According to the conditions, after 11pm alcohol can be sold only at a table with a meal unless there is a private event at the premises at which a substantial buffet is being provided.

A council spokesperson said: “The licensing subcommittee has approved the application for a new premises license for The Broadway.

“Given the premises are located within a mixed commercial and residential area, the committee was required to conduct a fine balancing exercise to ensure that the licensing objectives are upheld.

“The committee gave serious consideration to the submissions made and has thus imposed a set of additional conditions on the license, including that after 11pm alcohol is only to be served with a meal served at the table, noise reduction measures, effective door security, and quiet dispersal of patrons from the premises that ensures patrons do not use the private car park.”
