Historic pencil factory will also be restored and extended if the ‘Berol Quarter’ plans win permission, reports Simon Allin, Local Democracy Reporter

Plans to build 30-storey tower blocks next to a historic former pencil factory in Tottenham have been submitted to Haringey Council.
Developer Berol Quarter Limited wants to build 210 homes for rent at Berol Yard between Watermead Way and Ashley Road in Tottenham Hale – an area that has been undergoing extensive redevelopment over the past 15 years.
The scheme would provide 60 affordable homes, with 16 of these offered at London Living Rent levels.
Berol House – a three-storey locally listed building that opened in 1907 as a pencil factory and has recently been used as offices – would be “retained, repaired and regenerated” for use as commercial space, as part of the wider redevelopment scheme.
The council previously granted permission for 166 homes at 1 Berol Yard, some of which have already been built in a development dubbed The Gessner. The developer now wants to build more homes after dropping plans for a college at 2 Berol Yard because the proposed operator could not finance the scheme. Further attempts to market the site for a new education facility were unsuccessful, according to planning documents.

Plans for the site submitted to the council by Berol Quarter Ltd feature five proposed blocks ranging between six and 30 storeys at 2 Berol Yard, which is currently a vacant plot. In addition to homes, the scheme would include space for local businesses and entrepreneurs, cafes and restaurants, and community use.
The proposed development would provide a total of eight accessible or Blue Badge parking spaces, with a further 15 spaces earmarked for “potential future need”. There would also be 482 cycle parking spaces.
In addition, the scheme includes “enabling works for a bridge connection” over Watermead Way and the railway line, potentially one day linking it to Hale Village.
A public consultation on the plans is currently underway. They can be viewed by accessing Haringey Council’s planning portal and entering reference number HGY/2023/0261.
